For the teenager (s) who took care of business during the school year, I would allow them to wake up whenever they chose to...no set time to wake up. Now, for the teenager (s) who didn't take care of business during the school year or caused problems, I would wake them up between 8:00 a.m. and 9:00 a.m. Reason being, I would have some special chore / job for them to take on...teach them how to be more responsible. However, I would not hinder their summer fun for more then a couple of hours.
