Is there any device that can be installed on my teenagers vechile to limit how fast she/he can drive?

I don’t know of a specific device but a governor would do the trick. Go to an autoparts store and see where the best place to find one and how to install it.
Yes, you can have a “governor” installed on the throttle that will not allow the car to go above a specific speed. This is done on many semi’s, by companies that dont want their drivers exceeding the speed limit (JB Hunt for example). They do it ironically to save fuel, not make the trucks safer.
The disadvantage is the governor can retard the ability to meet minimum speeds when going up a steep incline.
A governor is probably not a good idea as it will restrict the vehicle and may put the driver in jeopardy IF he/she needs to have a burst of speed in order to outrun danger (like getting on a highway or avoiding an oncoming train, truck or other vehicle). there are “tattletale” devices which can be hooked up to let the parents find out how fast the vehicle has been operated; if your son/daughter is obedient, he/she will not exceed the limit, and you’ll be able to tell if he/she has obeyed the rules. As far as i know they don’t make anything like that yet. I wouldn’t be surprised if they did soon. I mean if you think about it they do right now on most cars, its just set around 99 miles an hour.
here is an interesting idea
you can install a GPS that tracks speed, stop time, distance, and where they have been such as the route they took..likely very costly though. Our fleet of trucks have them.
There certainly is ! It`s called common sense, and is installed half way between the ears. Regrettably, many teenagers are allergic to it.
